Beverly J. Saucedo
WHEREAS,the National Association of Extradition Officials has established the Excellence in Service Award. This Award was created to provide special recognition to an individual who provides or provided outstanding and extraordinary service to the National Association of Extradition Officials, above and beyond their dedication and service to the federal, state and local levels of government involved in handling extradition, detainer and other rendition matters.
WHEREAS, Beverly “Bev” Saucedo worked for the Office of the Attorney General, State of Nevada, as a the Nevada Extradition Officer and Agreement Administrator from 1992 until her retirement in 2006, and returned to the office 2016-2018 to assist the Nevada Extradition Division.
WHEREAS, Beverly “Bev” Saucedo was involved with the National Association of Extradition Officials from 1992 through her 2006 retirement, and continued to attend conferences for several years after her retirement. She served on the Board of Directors from 2017 -2018 again until her retirement as Director at Large. At multiple annual conferences, Bev presented on both extradition and Interstate Agreement matters, and promoted education among her counterparts in the field of extradition and the Interstate Agreement on Detainers by providing instruction to Nevada law enforcement, prosecutors, prison personnel and the judiciary. She also was instrumental in streamlining extradition legislation in Nevada. She was honored with the Elvyn Holt Achievement Award in 2005; and
NOW, THEREFORE, by nomination of the members and unanimous selection by the Board of Directors, the National Association of Extradition Officials hereby takes pride in presenting the Excellence in Service Award in recognition of her inspiration and significant contribution to the welfare of and dedicated leadership to the National Association, to Beverly “Bev” Saucedo.

Peter H. Smith
WHEREAS, Peter H. Smith worked for the Office of the Attorney General, State of California, as a Deputy Attorney General from 2001 to his retirement in 2021. Before that time, Peter served as a Deputy District Attorney for Calaveras County between 1990 and 1995; in 1995 he was appointed District Attorney of Calaveras County and subsequently elected to the position in 1998. During his tenure as District Attorney, he worked on the protracted extradition of serial killer Charles Chitat Ng from Canada, and after an 8-month trial successfully prosecuted Ng for the killing of six men, three women, and two infant boys. Ng was sentenced to death in 1999.
WHEREAS, Peter H. Smith became involved in the interstate rendition process for the Attorney General’s Office in 2006, and attended his first conference with the National Association of Extradition Officials that same year. He served as President from 2011 to 2018, Vice Precedent in 2009 and 2010, and a Director at Large from 2007 to 2008. Peter was a speaker for several years on many topics at the NAEO conferences. He was honored with the Elvyn Holt Achievement Award in 2019; and

J. Robert “Bob” Jibson
WHEREAS, J. Robert “Bob” Jibson worked for the Office of the Attorney General, State of California, as a Deputy Attorney General from 1974 to 1986, as a Supervising Deputy Attorney General from 1986 to 2007, and, after retiring in 2007, returned to the office as a Retired Annuitant. He served as the Extradition Office for the Office of the Attorney General from 1983 to his full retirement in 2013.
WHEREAS, J. Robert “Bob” Jibson authored manuals and practical desk books on the extradition process, in the Association’s Manual. He endeared himself to the member and non-member state representatives alike, distinguished by his humanity, loyalty in friendship, wisdom in council, and inspiration in leadership;
WHEREAS, J. Robert “Bob” Jibson was involved with the National Association of Extradition Officials from 1983 to his full retirement in 2013, having served on the Board of Directors from 1984 to his retirement. He served as President from 1986 to 1987, and Vice President from 1985 to 1986. At multiple annual conferences, Bob presented on many aspects of extraditions, and promoted education among his counterparts in the field of extradition. He was honored with the Elvyn Holt Achievement Award in 1993; and
NOW, THEREFORE, by nomination of the members and unanimous selection by the Board of Directors, the National Association of Extradition Officials hereby takes pride in presenting the Excellence in Service Award for inspiration, significant contribution to the welfare of and dedicated leadership to the National Association, to J. Robert “Bob” Jibson.

Susan Meier
WHEREAS, Susan Meier has worked for the New Jersey Governor’s Office as the Extradition Secretary to the Governor since 1997, and previously held the same position with the state of New York from 1991 to 1997. She has endeared herself to the member and non-member state representatives alike, distinguished by her humanity in living, her loyalty in friendship, her wisdom in council, and her inspiration in leadership;
WHEREAS, Susan Meier has been involved with the National Association of Extradition Officials since 1995, having served on the Board since 1997. She has held every position on the Board of this Association. At multiple annual conferences, Susan presented on many aspects of extradition and promotes education among her counterparts in the field of extradition. She was honored with the Elvyn Holt Achievement Award in 2013; and
NOW, THEREFORE, by the nomination of the members and unanimous selection by the Board of Directors, the National Association of Extradition Officials hereby takes pride in presenting the Excellence in Service Award for inspiration, significant contribution to the welfare of and dedicated leadership to the National Association, to Susan Meier.

Susan L. Smith
WHEREAS, Susan Smith has worked for the Florida Governor’s Office as the State’s Extradition Coordinator since 1989. She has endeared herself to the member and non-member state representatives alike, distinguished by her humanity in living, her loyalty in friendship, her wisdom in council, and her inspiration in leadership;
WHEREAS, Susan Smith became a member of the National Association of Extradition Officials Board in 1989. She has held every position on the Board of this Association. At multiple annual conferences, Susan presented one of the main fundamental courses, Extradition Paperwork. She was honored with the Elvyn Holt Achievement Award in 1998; and
NOW, THEREFORE, by the nomination of the members and unanimous selection by the Board of Directors, the National Association of Extradition Officials hereby takes pride in presenting the Excellence in Service Award for inspiration, significant contribution to the welfare of and dedicated leadership to the National Association, to Susan L. Smith.

Fran Lushenko
WHEREAS, Frances Lushenko has worked for the Oregon Governor’s Office as the Director of Extradition Services since 1987. She has endeared herself to the member and non-member state representatives alike, distinguished by her humanity in living, her loyalty in friendship, her wisdom in council, and her inspiration in leadership;
WHEREAS, Frances Lushenko began attending National Association of Extradition Officials conferences in 1987. She has held every position on the Board of this Association. At multiple annual conferences, Frances presented one of the main fundamental courses, the Interstate Agreement of Detainers Process. She was honored with the Elvyn Holt Achievement Award in 2006; and
NOW, THEREFORE, by the nomination of the members and unanimous selection by the Board of Directors, the National Association of Extradition Officials hereby takes pride in presenting the very first Excellence in Service Award for inspiration, significant contribution to the welfare of and dedicated leadership to the National Association, to Frances “Fran” Lushenko.
