J. Robert “Bob” Jibson

WHEREAS, J. Robert “Bob” Jibson worked for the Office of the Attorney General, State of California, as a Deputy Attorney General from 1974 to 1986, as a Supervising Deputy Attorney General from 1986 to 2007, and, after retiring in 2007, returned to the office as a Retired Annuitant. He served as the Extradition Office for the Office of the Attorney General from 1983 to his full retirement in 2013.

WHEREAS, J. Robert “Bob” Jibson authored manuals and practical desk books on the extradition process, in the Association’s Manual. He endeared himself to the member and non-member state representatives alike, distinguished by his humanity, loyalty in friendship, wisdom in council, and inspiration in leadership;

WHEREAS, J. Robert “Bob” Jibson was involved with the National Association of Extradition Officials from 1983 to his full retirement in 2013, having served on the Board of Directors from 1984 to his retirement. He served as President from 1986 to 1987, and Vice President from 1985 to 1986. At multiple annual conferences, Bob presented on many aspects of extraditions, and promoted education among his counterparts in the field of extradition. He was honored with the Elvyn Holt Achievement Award in 1993; and

NOW, THEREFORE, by nomination of the members and unanimous selection by the Board of Directors, the National Association of Extradition Officials hereby takes pride in presenting the Excellence in Service Award for inspiration, significant contribution to the welfare of and dedicated leadership to the National Association, to J. Robert “Bob” Jibson.

Susan L. Smith

WHEREAS, Susan Smith has worked for the Florida Governor’s Office as the State’s Extradition Coordinator since 1989. She has endeared herself to the member and non-member state representatives alike, distinguished by her humanity in living, her loyalty in friendship, her wisdom in council, and her inspiration in leadership;

WHEREAS, Susan Smith became a member of the National Association of Extradition Officials Board in 1989. She has held every position on the Board of this Association. At multiple annual conferences, Susan presented one of the main fundamental courses, Extradition Paperwork. She was honored with the Elvyn Holt Achievement Award in 1998; and

NOW, THEREFORE, by the nomination of the members and unanimous selection by the Board of Directors, the National Association of Extradition Officials hereby takes pride in presenting the Excellence in Service Award for inspiration, significant contribution to the welfare of and dedicated leadership to the National Association, to Susan L. Smith.
